What to do right now

Foreign card declined now? If contactless failed, insert the physical chip card once and enter your PIN. If the inserted card also fails, stop retrying, use Japanese yen or another card, then check your issuer app. For an online failure, reopen the seller through its official site and complete any issuer 3D Secure check.

  1. 1Match the failure
  2. 2Complete the purchase safely
  3. 3Check the issuer
Detailed steps

Follow these steps

1

Match the failure

Check whether only contactless failed, the inserted chip card failed, an ATM rejected the card or an online booking stopped at 3D Secure.

2

Complete the purchase safely

Try the physical card once, or use another card or Japanese yen. Use only an ATM that displays overseas-card support and your card network.

3

Check the issuer

Use the issuer’s official app, website or phone number to check overseas and online settings, a security block, balance, limits or PIN. Never share a PIN or one-time code.

Useful Japanese phrase

Can I insert the card instead?

カードを差し込んで支払えますか?

Kādo o sashikonde shiharaemasu ka?

Do not keep retrying a blocked card

Use another payment method, then check your bank app or call the number on the back of the card. Never share your PIN, one-time code or full card details with a shop, hotel or anyone offering help.

Payment troubleshooting

What to do at the checkout

1Check the accepted payment marksCard acceptance varies by store. Ask before ordering or receiving a service if you do not have enough cash.
2Try the physical cardIf contactless fails, ask to insert the chip card and enter your PIN. A store may accept the card brand but not that contactless method.
3Try one safe alternativeUse another card, Japanese yen or an accepted transport IC card. Do not assume an overseas phone wallet or QR app will work.
4Contact the card issuerThe issuer can confirm a travel or security block, overseas-use setting, available balance, cash-withdrawal access and the correct PIN procedure.

Foreign card, contactless or cash—which problem is it?

What happenedWhat it usually meansWhat to do now
Only contactless or phone payment failedThe shop may accept your card brand but not that contactless or overseas wallet method.Insert the physical chip card once and enter your PIN.
The inserted foreign card was declinedThe issuer may have blocked the payment, or that merchant or terminal may not accept the card.Use another payment method, then check the issuer's official app, settings or phone number.
The shop needs cashThe merchant may be cash-only, or your card still does not work.Pay in Japanese yen or use the cash and overseas-card ATM guide.
An ATM rejected the cardThe ATM network, withdrawal PIN, amount, issuer setting or cash-advance access may be the cause.Stop repeated attempts. Check the card-network marks and contact the issuer if one safe retry fails.
An online ticket or booking payment failedThe website may require 3D Secure authentication, or the issuer may block the online or overseas transaction.Return only through the seller’s official page, complete the issuer’s authentication, or contact the issuer. Never approve an unexpected prompt or share a one-time code.
Find the likely cause

Choose what happened

Contactless or phone payment was rejected

Ask to insert the physical card. Contactless acceptance is not identical to card-brand acceptance, and overseas smartphone payment services may not work at every Japanese terminal.

Say: “Can I insert the card?”

The inserted card or PIN was rejected

Stop after a failed attempt if you are unsure of the PIN. Check the issuer app or contact the issuer; repeated incorrect entries can lock some cards. The shop cannot remove an issuer block.

The shop is cash-only

Use an ATM that clearly displays your card network. Small shops, rural facilities and some short-distance transport may require yen.

The ATM would not dispense cash

Confirm that the ATM displays your card network, use the correct withdrawal PIN and try a lower amount within that ATM's limit. If it still fails, contact the issuer before trying repeatedly.

ATM availability does not guarantee that every card carrying the listed network mark will be accepted.

An online booking failed at 3D Secure

Use the transport, hotel or ticket seller’s official page and follow the verification opened by your card issuer. If you cannot receive the code on your travel SIM or the issuer-app approval does not arrive, check your bank's official app or contact the issuer about its available verification methods. Do not ask the shop to bypass authentication. If the check loops or fails, stop repeated attempts and use another payment method.

A genuine shop or helper does not need your full card number, PIN or one-time code by message or phone.

A train ticket or transport IC payment failed

Cards are not accepted for every short-distance rail or subway purchase. Ask station staff for help or pay cash. A physical Welcome Suica is topped up with yen, not a credit card; prepaid IC cards work only where the compatible IC mark is displayed.

The card is lost, stolen or shows an unknown charge

Freeze the card in the issuer app if available and contact the issuer immediately using its official app, website or the number saved separately from the card. Report theft to police. Call 110 only for a crime in progress or immediate danger.

Foreign card FAQ

Common questions when a card is declined in Japan

Why is my foreign card declined in Japan?

Possible causes include a bank security block, overseas-use setting, spending limit, incorrect PIN, unsupported card network, offline terminal or merchant acceptance policy. The merchant normally cannot see or remove an issuer block, so complete the purchase another way and check with your card issuer.

Can contactless fail even when the physical card works?

Yes. Contactless acceptance is not identical to acceptance of the card brand. Ask to insert the physical chip card and enter the PIN once. If it fails, stop retrying and use a backup payment method.

Should I use cash or withdraw money from an ATM?

If the merchant accepts yen, cash is a practical fallback. Use an ATM that displays both overseas-card support and your card network, review every fee and conversion screen, and keep the receipt. Your issuer may charge a separate withdrawal or cash-advance fee.

Can the shop fix a bank security block?

No. Contact the issuer through its official app, website or the number on the card. Never give a merchant or stranger your PIN, one-time code or full card details.

Why did my card work in a shop but fail for an online booking?

Online transactions can require a separate 3D Secure check or be controlled by different issuer settings. Reopen the seller through its official site, complete the issuer’s authentication and contact the issuer if it still fails. If a code goes to a phone number you cannot use in Japan, ask the issuer for its supported alternative; the merchant cannot change your bank's verification method. Do not approve an unexpected request.
